Visa Dispute Image Fee (Fees are applicable to the Domestic Region Only) 

Effective April 2023, Visa is increasing the existing Visa Dispute Image Fee from $1.00 to $1.50. This fee is applied to each response sent to Visa related to Visa Credit and/or Visa Signature Debit dispute case types including retrievals, chargebacks, and exceptions.

Discover Program Integrity Fee (Fee is applicable to the Domestic and LAC Regions) 

The Program Integrity Fee is assessed on Card Sales that are downgraded to, or directly qualify for, U.S. Base Submission Level Program Card Sales. Effective April 2023, Discover is increasing the Discover Program Integrity Fee from $0.05 to $0.10.

Visa Manual Cash Switch Fee (Fee is applicable to the Domestic Region Only) 

Visa is introducing a Manual Cash Switch Fee per manual cash transaction for merchants in the U.S. Region. This fee is applicable when a cardholder receives cash from a teller at a branch location (manual cash transaction MCC 6010). Effective April 2023, Visa will assess a $0.15 fee per manual cash transaction performed at a cash advance merchant.   


Visa Dispute Fees (Fees are applicable to the Domestic Region Only) 

Visa has announced pricing updates for Visa Resolve Online (VROL) Fees, which will impact network pricing related to disputes. Effective April 2023, Visa is increasing the below existing Dispute Fees:  


Visa Magnetic Stripe Contactless Fee (Fee is applicable to the Domestic Region Only) 

To support the migration from magnetic-stripe data (MSD) contactless transactions (POS Entry Mode 91) to the EMV®-based contactless functionality, Visa will implement a fee for each magnetic-stripe data contactless transaction (POS Entry Mode 91). Effective April 2023, Visa will assess a $0.10 fee per each magnetic-stripe data contactless transaction.

Visa CVV2 Fee (Fee is applicable to the Domestic Region Only) 

Visa is introducing a CVV2 fee. CVV2 is a three-digit security code provided on the rear of a physical payment card. CVV2 is an optional service used primarily in CNP transactions to confirm that both the cardholder has the card in their possession and that the card is genuine. The new Visa CVV2 Fee will be assessed on a per-transaction basis when the CVV2 yields a match or no match result and will not be assessed when the CVV2 is not verified, or an error condition prevents the result from being returned. The CVV2 fee will not be charged when 3-D Secure verification is successful or when the transaction is a zero-amount account verification message. Effective April 2023, Visa will assess a $0.0025 fee per transaction in which CVV2 verification is performed and yields either a match or no match result.  


Visa Estimated Auth Fee (Fee is applicable to the Domestic and LAC Regions)

Visa is introducing an Estimated Auth Fee. An estimated authorization request allows a merchant to obtain an approval for funds prior to identifying the exact good or services that will be purchased. Effective April 2023, Visa will assess a 0.02% fee per approved estimated authorization


Visa Pre-arbitration with Qualified Remedy Fee (Fee is applicable to the Domestic Region Only) 

Visa is introducing a new fee that is applicable when pre-arbitration is initiated for a qualified remedy response to a dispute case. A qualified remedy is when the merchant can provide proof of two prior non-disputed payments for the same merchandise or services. Effective April 2023, Visa will assess a $5.00 fee per dispute case where pre-arbitration is initiated for a qualified remedy response.

 Interlink System Integrity Fee (Fee is applicable to the Domestic and LAC Regions) 

The Interlink rules require acquirers and issuers to properly use and manage declined transaction response codes, eliminate excessive reattempts, and maintain data consistency in authorization fields. Effective April 2023, Interlink will assess a $0.10 fee for each subsequent authorization attempt following an initial decline response from the issuer. Interlink will also apply this $0.10 fee for excessive authorization reattempts by a merchant after 15 reattempts of the same transaction within a 30-day period.


STAR Token Exchange Fee (Fee is applicable to the Domestic and LAC Regions) 

STAR in introducing a new fee to support Token Exchange. Effective April 2023, STAR will assess a $0.01 fee per transaction in which the detokenization service is performed.
